Primary Role: Development and Finance Strategies
Roxanne Amoroso is the lead Principal of Mosaic Development Company, a St. Petersburg based, State of Florida Multifamily and Master development company. Roxanne is responsible for strategic planning, financing, project delivery and general management for all of Mosaic’s activity in the state of Florida. Roxanne is a nationally recognized expert in real estate development and her expertise in advancing complex real estate development spans more than 20 +years.
Mosaic Development is a multifamily and master development company with construction projects ongoing in Ft Myers, Kissimmee and Bonita Springs totaling more than 800 units representing a financial investment of $130 million. Kissimmee is an urban, transit oriented master development comprised of a 120-key hotel, 308 apartments, 15,000 of retail and a 393-unit parking garage located on Lake Toho valued at more than $65 million. Mosaic is actively working on an additional pipeline of projects in St. Petersburg, Pinellas Park and Orlando.
Prior to forming Mosaic Development, she served as a Senior Vice President in Bank of America Merrill Lynch Community Development and was responsible for multifamily and master estate development activities in the state of Florida and the southeast United States with a notable lead position in the Encore project, a $425 – $450 million located in downtown Tampa. She currently serves as Board Chairman for Bright Community Land Trust and serves as an advisor and instructor with CRED, Community Real Estate Development, a University of South Florida Institute of Government program.
Primary Role: Market Analysis, Operations, and Lease-Up
Terry Wayland has an exemplary reputation within the multifamily industry with over 20 years of real estate management and leasing experience. He has been President of Incore Residential, a third-party multifamily management company, for more than a decade. Through his leadership, Incore Residential has become one of southwest Florida’s largest providers of management services for apartments, condominiums and home owners associations.
In his role as Principal in Mosaic Development, Mr. Wayland partakes in general management duties for the company, including strategic planning and corporate financial planning. He specializes in identifying potential development sites and is directly responsible for operational functions including but not limited to income and expense determinations, rent setting, lease up strategies, demographic and market analysis, establishing unit mix and layouts in conjunction with design consultant and space planning for project amenities and leasing spaces with the responsibility of ensuring the leasability and marketability for all of Mosaic’s projects.
Primary Role: Entitlement, Design, and Construction Oversight
Marc Mariano’s expertise in the multifamily arena includes the development and repositioning of urban mid-rise and suburban garden-style products in various communities throughout Florida and New Jersey. Prior to forming Mosaic Development, he spent over 16 years managing complex land development projects in urban and suburban settings for multifamily, mixed-use, single family, office and retail ventures. Mr. Mariano is highly experienced in all phases of the development process from the initial planning and due diligence phases, to project design and permitting, to project construction and close-out. Having extensive experience managing various project types from inception, he specializes in assessing and implementing the long-term strategic vision for a project by functioning as the primary liaison between contractors, design consultants and permitting agencies to ensure projects are completed on schedule, on budget and in compliance with applicable regulatory agencies. He has supervised and managed construction and development projects ranging from $10,000 – $45,000,000 in value.
In his role as Partner for Mosaic Development, Mr. Mariano partakes in all general management duties for the company, including strategic planning, corporate financial planning and project delivery. He specializes in identifying potential development sites and strategies to gain site control and is directly responsible for forward planning activities (land entitlements, due diligence, initial budgeting, scheduling, master planning and rezoning); managing the site and architectural design and permitting process; and managing construction activities through close-out, and supports the financial modeling and partner and finance negotiations led by Ms. Amoroso.
S. Maki Uchiyama
Vice President and General Counsel
S. Maki Uchiyama has joined the company as General Counsel and will oversee all legal matters relating to real estate development activities. She has worked with several law firms – most notably Goulston & Storrs PC and Buchanan Ingersoll and Rooney PC – for the past 17 years focusing on real estate development and financial services. She has particular experience in acquisition, development and financing of office, retail, hotel and multifamily properties as well as extensive experience in representing several institutional lenders and community banks in making construction, acquisition and syndicated loans for office, hotel, multifamily, industrial and mixed use projects throughout the Mid-Atlantic region and the United States.
Maki earned her Bachelor’s Degree in Political Science from Amherst College in Amherst, Massachusetts in 1994, and her law degree from American University, Washington College of Law in Washington, D.C. in 2002. She has been recognized in Chambers USA as a leading real estate lawyer in Washington, D.C. in 2015-2016 and 2018, and also selected for inclusion in The Best Lawyers in America 2018 and 2019 in Real Estate Law.
Chief Financial Officer
Andy oversees Mosaic’s financial performance. He is an experienced finance director/controller and consultant with 18 years of public and private accounting experience focusing in strategic planning and financial management, budgets, forecasts, balance sheet/income statement/cash-flow analysis, and corporate/partnership taxation. He specializes in internal and system controls, opportunity costs, financial risk management, investment and capital risks, implementation of policies and procedures, SOX compliance and GAAP financial statements.
Brian serves as Mosaic’s Systems Administrator. He provides technological support and consultation, leveraging his over 10 years of multifamily housing experience. Brian’s expertise include process development, data analytics, systems deployment, 3rd party systems integration, and process documentation.
